County Councilman residing in Fullerton while providing Twenty-Four Years of Dedicated Service to Our Community
Joe is a lifelong resident of Fullerton. He attended St. Joseph's Elementary School and Calvert Hall College High School. Joe graduated from Towson State University with a degree in Business Administration. Joe currently resides in Fullerton with his wife Robin. He is the proud father of two daughters Melanie 21, Jessie 18, and sons, Jamie and Joey Jr. who are 13.
Joe is the successful manager of the Bartenfelder Farm. He delivers produce to local grocery chains as well as the Maryland Wholesale Market. You can find Joe busy running the family stall at the Saturday and Sunday farmers' markets in the city. His farm headquarters is still on Ridge Road in Fullerton.
In addition, Joe has served as the County Councilman from the Sixth District since 1994. Prior to that, he served in the House of Delegates from 1983 to 1994. Councilman Bartenfelder is the only person in County history to have been elected to chair both the County's delegation in Annapolis as well as the County Council. This unique experience gives him an edge in delivering for his district.
Representing the County Government and the County Council, Mr. Bartenfelder has testified before the legislature and the Board of Public Works for more State Maintenance funding for older schools. He is happy to report that his efforts have paid off in Baltimore County receiving more money for school improvement and construction than ever before in history.
Joe has been instrumental in improving the infrastructure in older existing neighborhoods. Many Public Works Projects have been completed and others are in line. These efforts were put forth to address years of neglect of residents' streets, curbs, gutters, and storm drains. Older neighborhoods need to remain strong viable communities. He will continue to support these communities and the people who live and work in them.
Joe has been active in helping to preserve open space in our area. He is responsible for the preservation of thousands of acres of farmland by helping to acquire more funding for the Agricultural Land Preservation Program. He has responded to the needs of the northern part of the sixth district by seeing that additional police have been placed on the force as the population there has grown. He responded to the need for underground water tanks to fight fires in rural areas where no large water source was available, by obtaining funding for the Baltimore County Fire Department-Water Storage Tank Program.
As a family man, Joe knows the importance of having places for families in the community to recreate and spend time together without having to drive out of their area. He has been instrumental in obtaining funding to provide new athletic fields in White Marsh, Overlea/Fullerton, Parkville, and Carroll Manor. As part of his commitment to Recreation and Park and his children, as well as others in the community, he volunteers as a Coach in the Overlea/Fullerton Indoor/Outdoor Soccer Program. Joe also led the effort to stabilize Graham Memorial Park so that it may be enjoyed by families for years to come.
